Under the USAID/Georgia Collaborating, Capacity, Learning, and Adapting (CCLA) Activity, USAID has requested support for a broad range of data generation and synthesis, collaborating, learning, and adaptation (CLA), capacity strengthening, and organizational development services that will support the achievement of USAID’s development objectives. The purpose of this activity is to enable data-driven decision-making; institutional capacity development; and evidence-based CLA within and amongst USAID/Georgia and its implementing and strategic partners to improve program management and development impact in Georgia. 

This position is contingent upon winning a contract award. 

Role and Tasks

Making Cents International is recruiting a Senior Research, Evaluation, and Survey Advisor to collaborate with USAID Mission and implementing partner staff to generate useful information based on existing evidence and through collecting new data. As part of the wider CCLA Activity, the results of this data generation and knowledge management will inform reporting, adaptation, and strategy development.  

The Senior Research, Evaluation, and Survey Advisor will be responsible for leading the design and implementation of evaluations, surveys, assessments, and special studies and guiding and directing knowledge management and performance management activities. They must work collaboratively with USAID Mission staff and implementing partners to provide fast, flexible, robust, and rigorous monitoring, evaluation, and learning (MEL) and CLA services, and related support.  

The Senior Research, Evaluation, and Survey Specialist will be responsible for the following tasks: 

  • Providing technical leadership for activities to generate and understand primary and secondary data, including: conducting data collection, polls, and surveys; conducting assessments and analysis of secondary datasets; creating a repository of existing studies; and synthesizing existing evidence and reliable secondary data. 
  • Developing statements of work and methodologies that are rigorous, meaningful, efficient, and utilization-focused for performance and impact evaluations, quantitative studies, surveys, assessments, and other research, in collaboration with USAID and in coordination with implementing partners and stakeholders, as needed. 
  • Overseeing and managing performance and impact evaluations, quantitative studies, surveys, assessments, and other research, and research teams and subcontractors.  
  • Collaborating with other CCLA team members to develop and implement dissemination, learning, and use plans for products, including developing user-friendly products. 
  • Liaising with relevant USAID and implementing partner staff to develop strong relationships in support of MEL and CLA activities. 
  • Supervising and guiding the work of the Senior Research, Evaluation, and Survey Specialist and (as needed) support interns as part of a Young Development Professionals program. 

Work Schedule

This position is a full-time position (40 hours per week) based in Tbilisi, Georgia with occasional travel to other sites outside Tbilisi as needed.  

Required Qualifications

  • Bachelor’s degree with at least 12 years of experience, Master’s degree with at least 10 years of experience, or PhD with at least 8 years of experience. 
  • Demonstrated excellent written and verbal communications skills in Georgian and English. 
  • Resident of Georgia.  
  • Experience leading evaluation, survey, assessment, and other research teams, conducting analyses, and writing reports in English, ideally for USAID-funded activities. 
  • Experience designing and managing performance and impact evaluations, surveys, assessments, and other research, including quality assurance processes.  
  • Experience with performance management and monitoring, including system design, tracking and analysis, and supporting use of data. 
  • Experience with quantitative and qualitative data analysis and data analysis software. 
  • Understanding of approaches and tools to help people internalize and make decisions using data and evidence. 
  • Experience with international donor-funded projects, ideally USAID. 

Preferred Qualifications

  • Experience with gender or other social inclusion issues preferred.
