Operations Assistant for USAID DRC LCSM
The USAID DRC Localization Capacity Strengthening Support Mechanism (LCSM) aims to enhance the capacity of local actors in the DRC to lead and sustain development efforts. The program will focus on building technical, organizational, and leadership capacities among local partners, including civil society organizations, government institutions, and private sector entities. The Operations Assistant will support the administrative, financial, logistical, and human resources aspects of the project.
This position is contingent upon winning a contract award.
Responsibilities:
Operations and Logistics:
- Support the daily operations of the project and the implementation of operational policies, procedures, and systems.
- Assist project logistics, including office administration, travel arrangements, and procurement of goods and services.
- Schedule and prepare for meetings, events, and training.
- Support effective office inventory management, office and IT asset tracking, and office supply replenishment.
- Serve as office contact for troubleshooting of IT issues and maintain responsibility for office technology.
- Support management of project vehicles and travel logistics and ensure adherence to transport safety protocols.
Human Resources (HR):
- Support recruitment, onboarding, and personnel management processes for local staff.
- Maintain personnel files.
Financial Management and Procurement:
- Process invoices, expense reports, and other expenses.
- Support responses to internal and external audits as required.
- Support local service provider and consultant procurement and management, including translation and interpretation services.
- Support the development of requests for proposals.
- Maintain relationships and communications with external contractors, suppliers, and service providers.
Security and Risk Management:
- Support enforcement of security policies and procedures to ensure the safety of project staff and assets.
Qualifications:
- Bachelor’s degree in business administration, finance, project management, or related field.
- At least 3 years of experience supporting operations and administration.
- Proficient verbal and written communication skills in both English and French. Knowledge of local languages is a plus.
- Experience supporting USAID-funded projects, particularly in complex environments like the DRC, is highly preferred.
- Experience working in fragile, conflict-affected, or developing country contexts.
- Organizational and multitasking skills.
- Experience with financial management software, procurement systems, and operational databases.
- Interpersonal skills with the ability to work collaboratively across cultures and with local partners.
