Component Lead – Mission Support, USAID/ Tanzania Strengthening Capacity of Local Organizations Activity
Making Cents International is recruiting for an anticipated Task Order under the Compliance and Capacity to Support Diverse Partnerships (CCSDP) IDIQ. The anticipated USAID/Tanzania Strengthening Capacity of Local Organizations Activity (SCLOA) Task Order will support capacity strengthening of local organizations in Tanzania.
Under this activity, the Component Lead – Mission Support will guide and support USAID/Tanzania to improve localization programming, which may include advising USAID staff on award implementation support for new partners, strengthening professional and leadership development of USAID staff, and advising on procurement best practices to reach new partners. The Component Lead – Mission Support may also partner with host country organizations, extended Development Objective teams, Activity/Project Managers, and other stakeholders across the Mission portfolio.
This position is contingent upon winning a contract award.
Responsibilities:
Advisory Support for Award Implementation:
- Advise USAID staff on award implementation support specifically for new local partners, including addressing challenges and leveraging resources to enhance partner success and sustainability.
- Provide strategic input and guidance to facilitate the efficient and effective implementation of awards, with a focus on meeting USAID’s objectives for localization.
Professional and Leadership Development:
- Design and implement programs to support the professional growth and leadership development of USAID staff, enhancing their ability to work effectively with new and local partners.
- Oversee and/or conduct training sessions, workshops, and mentoring activities that equip USAID personnel with the skills needed to support capacity-strengthening initiatives and localization goals.
Best Practices in Procurement:
- Advise on procurement best practices tailored to meet the unique needs of new and local partners, ensuring compliance with USAID regulations..
- Collaborate with procurement specialists to develop and implement strategies for diversifying the partner base and streamlining processes for local organization engagement.
- Liase with USAID Office of Financial Management staff.
Mission Support for Localization Efforts:
- Work closely with USAID/Tanzania to develop, refine, and adapt localization strategies to align with USAID’s global priorities and the Mission’s specific objectives.
- Act as a key liaison between USAID and local organizations, promoting mutual understanding and collaboration to ensure impactful and sustainable development outcomes.
Qualifications:
- Bachelor’s degree in international development, public administration, or a related field.
- Minimum of 8 years of experience in contracting, finance, program management, and/or technical assistance within USAID.
- Demonstrated expertise in localization programming, award implementation, and capacity building, especially with local and host-country organizations.
- Strong understanding of USAID procurement regulations and processes, with proven experience advising on best practices for partner engagement.
- Excellent communication, interpersonal, and stakeholder management skills, with the ability to work effectively across teams and cultures.
- Fluency in English required; proficiency in Swahili is highly desirable.
- Work experience in East Africa highly desirable.
